Can you wrap over the textured plastic fender flares and lower body cladding on my Grand Cherokee?

We can, but textured or grained plastic doesn't hold vinyl as reliably as smooth painted metal, so those cladding pieces and flares are higher-risk for edge lift and we usually recommend leaving them factory-black or removing them for a proper edge-wrap. On gloss color-changes we'll flag that the texture can telegraph through the film.

Will a wrap mess up the panoramic sunroof or the roof rails?

No — we wrap around the glass and rail bases, not over them, and on most Grand Cherokees the rails come off or we trim cleanly to them so there's no film sitting under hardware. The CommandView/panoramic glass itself stays untouched; we only address the painted roof sections fore and aft of it.
